For developers: what the fix changed

The fix removes the insecure `WorkflowNotificationControlHandler` which bypassed access checks for update and delete operations. It also adds `admin_permission = "administer workflow"` to the entity annotations in `WorkflowSmsNotify.php` and `WorkflowNotification.php`, and enforces `_permission: 'administer workflow'` in the routing requirements for both modules.

Also in this release Added an option to allow same state transitions, automated Drupal 12 compatibility fixes (moving hooks to classes), and general code cleanup.
